A Conditional Offer lets you settle the matter without having to go to court. The fine for camera detected offences is £60 and you will also have three penalty points added to your driving licence. Nine or more current penalty points on your licence prevents the matter being dealt with by Conditional Offer and you will be contacted by the relevant Procurator Fiscal. This is a matter for the Clerk of the District Court/Justice of the Peace to whom you sent your licence. The telephone number can be obtained from Directory Enquiries and you should contact the Clerk and not the Police.
This process takes approximately 4 - 6 days (courts may vary).
You should apply immediately to DVLA Swansea for a replacement/duplicate licence. Application forms can be obtained at any MAIN Post Office or by download from the website www.dvla.gov.uk .Remember that you will need to produce a current driving licence whether the matter is dealt with by Conditional Offer or by way of Court Hearing. If the 28-day payment period has expired, the relevant Procurator Fiscal will contact you in due course.
The purpose of the Conditional Offer is to provide you with the opportunity to resolve the matter without the involvement of the courts. Be aware that failing to respond will result in your case being referred to the Procurator Fiscal for consideration of court proceedings.
To avoid exceeding the Conditional Offer time limit, you should initially send the driving licence to the relevant District Court /Justice of the Peace Office together with your payment and the payment form (tell the court that you have changed address to enable the driving licence to be returned to the correct address). When you receive the licence back, you must send it to the DVLA to have the details changed.

The driving licence must be tendered to the Clerk of the District Court/Justice of the Peace if a payment is to be accepted and then, when the Conditional Offer is paid, it is mandatory that the driving licence is endorsed with 3 penalty points. Please note that making a payment IN EXCESS of the amount stated on the Conditional Offer of Fixed Penalty Notice will NOT delay or prevent the endorsement of your driving licence. The endorsement will go ahead as normal and will also be recorded on your Driving Record at the DVLA in Swansea in the usual way.
Once the 28 day payment period has expired no payment can be accepted for a Conditional Offer of Fixed Penalty. The matter will then be reported to the relevant Procurator Fiscal who will deal with it accordingly.
